The readme says Usage: Place III.ovl, ViceCity.ovl and SanAndreas.ovl in sd:/switch/.overlays. Launch the game you want to play, and then open the cheat menu by pressing L+DpadDown+RStick and selecting the right trainer for your game.
Select gt3.img file and click open. The images file will open, and will display all the image files. Go to find, and type in the vehicle you want to mod. After a few seconds the files will display under it. Select the one you want to mod, eg Hydra.txd. Select the one you want, and notice to the left of the image, will display all the texture files.
